Yes, it is possible to set them, but only in the inferior
shell that you have started by the RUN command. As soon as
it exits, they disappear. A program can not affect its
superiors in the process tree. The shell "set" and "export"
comands only affect the current process and/or its children.
UNIX rules. Contrast with, say, VMS logical names.
